I have heard that when starting a PE routine, the progression of gains goes something like:
1st week - Increased hardness and appearance of veins
2nd week - Increased flaccid length
3rd week - Increased erect length

Is this true or predictive?

Increase that by a factor of 2-3 or so for typical results for men that stick to the routine.
 
I meant for the weeks to be arbitrary indicators of time to show some progression. I guess I could have gone:

Increased Veins/hardness -> Increased Flaccid -> Increased Erect

which, judging by the responses so far, seems to be correct.
