I have always maintained a similar opinion.
But then to the best of my (limited) knowledge, that in men, testosterone abuse diminishes the size of testicles. And assumed that some penis atrophy might also occur....Though I'll admit that I'm unsure about the penis atrophy. But the few guys that I know who seriously abused testosterone for muscle development, have also had very tiny packages.
I'm willing to be mistaken, but it seems that testosterone causes women's genitalia to develop, and men's to shrink? How is that so?

Correct. The clitoris grows in size because it can enlarge from androgens because it has receptors for it that make it grow, while the penis does not have those receptors anymore. It all comes down to testosterone levels in the womb during gestation of the fetus. Testosterone exposure in women just makes the clit become enlarged, it doesn't turn into a penis.
