I can, but I have to make an effort to. Basically, I can fit it over the head but once it goes past my foreskin, I can't get it to go further unless I manipulate the shape of the roll/jiggle or twist it fast, etc, then I can get down a bit further but the skin bunches up and it's a very tight squeeze.
