No its not. In the opening scene you can see him swinging it violently around and it's clearly his skin. A prosthetic would either fall off while doing that or you would see where it was attached.

It’s really laughable that a broadway show would go through the effort to attach a prosthetic penis with no pubes to hide the seam line for a short scene where he will be wet, which is dangerous for prosthetics.
