After a skinny dip? Charlie loves his nude teasing. He's probably thinking "All I need to do is let go and let the towel open".

I'm imagining a scenario he lets it fall open, only for it to slip off his shoulders. He tries to grab it the dog steals it away, leaving him naked, embarrassed and aroused.
