FF2 has not launched a real 4K version so far, those gifs are from the highest quality 1080P version.
However, if you have the highest quality 1080P FF2 video, you can watch it on a 4K screen and pretend it is 4k, which is what I always to do

The creator of those gifs used a filter trying to make them appear to be in higher quality which in fact just made them look grainy af
