I think it must include literally anyone who signs up, not just creators. So you end up high in the % just by posting since most people are there to watch. And then I think they count post frequency/quantity. All your posts could be trash and 7 sec clips but if you post frequently and a lot it counts I assume. And then maybe they consider likes
