It's not rare. There are lots of us! Some done for medical reasons, some for religious, and some from choice, and I have an impression that it is becoming slightly more common. (Accurate statistics are notoriously difficult to come by!) But you are still more likely to find a foreskin inside a guy's boxers than not.
Same with the rest of europe, it's more for cultural - or medical reasons, just like in my case. I grew up as the only guy in my class being cut out of like 15 boys. I felt awful and abnormal for many years...
