He's at an age where his chest hair is beginning to grow. Judging by his other hair coverage he will be quite hairy. But I guess he either wants to show off his abs or he wants to wait until he gets better coverage and so shaves his chest clear for the time being. We see from his facial hair that he doesn't shave every day, so he won't shave his chest everyday either, Which probably means that sometimes he has a treasure trail and sometimes he doesn't. I may be wrong, but I think that's the most likely explanation.
