Can a penis that has been circumcised have a head that is covered, partially or completely, when soft?

Definitely. It depends on how much extra skin the person has on their penis. I'm circumsized, and if I am in a particularly flaccid state, my extra skin may cover up a bit of my head.

yes mine can be partially covered somtimes. A few of my friends are the same.

Sometimes, if I'm very cold or nervous, I can be completely covered. I do have, however, a retractile penis. I have restored some of my foreskin but prior to that I could still be completely covered in the aforementioned situations.

never completely covered but i had a loose circumcison which would explain some coverage.
