There is a difference here. PPV is a product you bought and paid for thus you have a certain degree of "ownership" or to be precise, you have the right to view the PPV you paid for, the payment is directly linked to the specific content ID. Tip is a form of customer appreciation for the content provided by the creators, the content could be free (tip $5 on a free video), or you bought PPV for $20 and added another $5 as a tip, in either scenario , the $5 tip has no bearing on the content, you have no claim on the free video, and you can only claim the PPV after you paid $20 first. If the creators said, tip me $10 I will send you a photo or video etc, it may sound $10 is a transaction specially for a content, but it is not, the $10 you paid appeared as "tip" in OF payment tab, it was not linked to any specific photos or videos, so technically even if OF wanted to help you, they will not be able to know what videos or photos you are talking here, because there is no content ID linked to the tip you sent.
