Well then cut women are less at risk because of the delicate nature of the vaginal labia and clitoral hood and glans. Let's get over that kind of cutting stupidity and just be safer. I don't know why docking would be as risky as anal sex. The reason anal sex is risky is because the colon is highly absorptive. It removes much of the moisture from the stool. Basically dehydrates it and recycles the water.
The foreskin is designed to slide and some studies have found lysogenic enzymes that take apart microorganisms. The body's orifices are self-maintaining with a modicum of care. I really think this whole genital cutting to reduce AIDS transmission will fall apart much as genital cutting to reduce syphilis transmission at the turn of the 20th century proved to be stupid. Disease is caused by microorganisms. Healthy skin is and always has been a barrier to microorganisms. I call it the Pony Express approach. Get on the horse and ride til it's dead then get on another on. Every new sexual risk can be managed by cutting off part of the penis. More fear and culture based than factual. Circumcision has always been a surgery in search of a problem.

I think you mean a total of three dicks in one foreskin, counting the receiver as well. I haven't seen that in porn or "real" life. It might be possible: some foreskins can stretch quite a bit.
