No. Some well hung guys actually look bigger flaccid that they do erect, while a small 2 or three incher could actually be packing quite a good 7 or 8 inches once it is full erect and ready to go. Everyone is different and there is absolutely no way to tell how big someone's penis with get when it's hard from it's flaccid state. There are guys that start out with only an inch flaccid and end up having 6 or 7 inch erections, or on the other hand guys that hang at 9 or 10 inches flacid but simply get stiff and don't actually grow when they get hard. So it's really difficult to tell.

Oh and about the penis in the picture, I'd say it grows slightly to 5.5 x 4.5 when hard. But I only know this because you have shown pics of you measuring it before Mike.

I think it's called "variable geometry" ... all about being a 'shower' or a 'grower'. It was a sore point with me as a kid, as I grew up with my next-door mate who had a yard-of-dick you could trip over when flaccid.
