The boundaries of sexual behavior and orientation are, however arbitrary, a decent reference. Exclusively heterosexual guys would probably say that two dudes doing anything involving their dicks around each other is gay, and they might beat you up if you asked them to consider it. Guys who aren't 100% straight but close would probably be cool with it just as long as it's clear what's allowed -- touching, not touching, whatever. And the closer you get toward the gay end of the spectrum, (I'm assuming) the more likely it is that this jacking thing doesn't even register as such.
And this, of course, assumes that this behavior is consensual and not coerced or forced (unlike, say, jailtime sexual behavior).
Whichever way you swing, if you're going to do something like this, make sure you both know what's cool and what's not cool. I have jacked with my buddies when I was a teenager, and I've jacked with a few people as an adult. As long as it doesn't go past that, I'm fine, and I still feel well-adjusted and relatively straight.
