A medical issue will limit your appeal to a degree like with women but depending on what you want to do with a man, it may have no impact at all.
Eg if your medical issue was ED and you wanted to perform unreciprocated oral sex, handjob, bottom in anal sex, etc, you will probably find someone.

On apps like grindr, it's generally accepted that there is no prospect of emotional relationship unless specified. Those that want a relationship are significantly in the minority.
Basically you put a pic up, you message guys in your area or they message you. After a bit of chat about what you each want, you arrange to meet up.
