This photo gives a much better idea of your concern. It doesn't look normal to me but I am not a physician so let's put the ball back in his/her court. Has it always been like that or has it been torn?
Looks like it was torn at some point. Though I would think you would remember accomplishing something like that so I’m confused.

Ouch, I must say, I've never seen anything like that. Is this new? Normally, I would say leave it alone, but I wouldn't be surprised if some heavy sexual activity would result in a big tear and major pain. If it were me, I would have it fixed surgically. I'm not saying get fully circumcised, but I think you should have the frenulum removed to prevent some major pain and a lot of bleeding.
Doesn’t seem normal. Looks like it is damaged, but it should be an easy fix by surgery.
