Eat more calories but make it clean, protein (lean meats like chicken), lentils, veggies and fruits as well.. Stay away or eat very little junk. Candy, cookies, sodas...etc.
Creatine: 5g, daily in your smoothies. This gives you energy for your workout and pumps up your muscles (drink plenty of water).
If you want a strong ass you have to feed it and train it.
Barbell Hip Thrusts, Deadlifts, Reverse Lunges. 3-5 times a week, sets of 4 / 8-12 reps.
If you want a big ass that looks muscular, eat more protein. If you want some jiggle to your booty, add nuts (like peanuts and almonds as snacks) since they are healthy fats. Don't eat too much though. They are still fat and can add up quick.
If you are dead set on having a slimer waist and fat ass. Planks and wide-stance push ups are simple to start-up.
y'all do know that muscle butts don't make fat butts, right? A big muscle butt is going to be hard and def won't jiggle like a fat butt, whether injected or not....
