Can we have a translated summary of what he the song is about?

well this is just a catchy song about praising some girl. in the chorus he plays with the word Moscow because there are city and river in this city called the same. It's hard to translate but in Russia we say "someone flows over you" when we mean that somebody really like you and finds you very attractive. so he basically says that Moscow flows through you and he doesn't mean the river but the whole city. the whole city finds that girl he sings about very attractive
