I don't know exactly when he got it, but all his tattoos were rather sudden if I recall correctly. A few years ago he was pretty inkfree. Then it appeared that he suddenly got all these tattoos, as opposed to the way most people do it which is a tattoo here...a tattoo there..etc. Build up over the years as opposed to all of them immediately.

I feel like this trend began with Bieber, who started inking himself up in his late teens because he was a child star who wanted the world to take him seriously as an adult performer.

Prior to that, people like Hanson or Justin Timberlake didn’t rush to the nearest back-alley tattoo parlor the moment they turned 18.

Can't be sure, but I think it's more likely Harry was inspired by his close friends instead of Biebs. Don't think Harry ever really mentioned Justin or anything. Don't think he sees him as a role model.
