Until there's a legir answer, I'm gonna say it is
I dont think this is fair. It's his personal choice not to reveal much about his personal life, I dont think it should be that people say he's queerbaiting just because he hasnt explicitly come out. That just feels like he can't win either way. If he is gay and doesnt want to publicly come out (completely his choice!) then he gets people saying he's queerbaiting, if he isn't gay then he has lots of people saying he is.

It's just a music vid and light hearted, skits like that of guys pretending to kiss in a funny way has always happened in music vids. This whole policing what people do and labelling them things like "queerbaiting" is just sucking the fun out of things. It´s quite refreshing that he doesnt share much about his personal life imho, as oppose to influencers who just share every tiny thing. He clearly wants a professional distance.

Hes quite obviously gay or bisexual lol. Theres a tagged pic of him with his hand on his boyfriend (or ex boyfriend's) leg, I've seen him on Grindr completely by accident, at this point it's pretty much accepted he is. His personal choice not to reveal much about his personal life though, I dont think it should be that people say he's queerbaiting just because he hasnt explicitly come out. That just feels like he can't win either way.
"Accepted" is not an admission

Also, immediately saying hes queerbaiting feels like an attempt to pressure him to come out. "If you dont tell us you're gay then I'm going to say you're queerbaiting". Are you going to go to any scene in shows, films, music videos, etc from the 2000s, 90s and 80s that have clearly comical scenes of guys overdramatically pretending to kiss and say "That's queerbaiting! You have to come out as gay for me to revoke this accusation". Makes no sense, just sucking the fun out of everything like social media does enough of anyway.

"Accepted" is not an admission
Why does he have to "admit" anything to you lmao, he doesn't know who you or any of us are. He clearly likes a professional distance. Social media has made people feel overfamiliar with people and entitled to answers like that. I dont really care for his career now, but I respect that he clearly doesnt feel pressured to say anything he doesnt want to about his personal life.
