probably not the way they're using it. they try to pretend it's safe because there are legitimate medical uses if you're low on testosterone, but these guys probably aren't naturally low or are doing too large of a dose specifically to build muscle mass. they will be lucky if they come out of this phase of their life with no long term hormonal damage

It’s not “safe”, it’s unhealthy unless you medically need it to reach a normal level. It still has side effects though. Your testicles will start to atrophy when you take it, and that means lower T when you get older or whenever you stop taking it. There are also other damaging side effects that might stay with you for life or raise your risk of cardiovascular disease. Talk to a doctor first, they’l probably talk you down from it.
