It's not uncommon for older people to play high schoolers. They do it for a number of reasons. Younger actors visibly age, and it's usually noticeable (see the male protagonists in this season). Younger actors also have less experience, and thus are not going to be desirable for bigger productions, like this show.

Plus there are a ton of labor laws that apply to minors.
