I was wondering if anyone would know what the meaning or significance of the double armband tattoo a lot of guys get on their forearms is. It's like two black rings around the arm, right below the elbow. I've looked online, but can't seem to find anything too definitive. Thanks!

depends on the culture and individual reasons. Sometimes it just means they are a modern primitive (like myself) while some people have thought I have my bands because I am into anal fisting, which I have friends who have similar tats for that reason (there is a lawyer in DC that has measured has marks up the inside of his forearm). Some people are getting it because it looks cool, while others have it as a start of a trash polka style tat.
A single band that is thick can be a cover-up or referencing japanese yakuza culture.

Honestly I feel most things like hanky codes, tattoo codes and laces and braces have gone out the window. Things that were native to sub-cultures and movements that have been washed out by media and a lot of hey that looks neat. I

adio_blue is right. I don't think the search for single definitive meanings is going to be productive, sorry.
If you want a tattoo, get something that looks right for you. I designed my own ( shown in my pictures on here, and elsewhere ). Vaguely "tribal" style but really trying to show something personal ( and simple ) about my mind, body, and spirit ...

My arms are too skinny plus I'm afraid of needles so tattooes are out. (I did get my ear pierced though.)
But IF I got a tattoo, the barbed wire would be my choice.
