Honestly, I'm not sure to see how on earth we could subtract more than 3 cms to this side measurement to get a good estimate of his nbp size on the top, which would give something in the ballpark of 24-24,5 cm (~ 9.5"). Bruh he starts at 3cm and is not even using a side measurement. The ruler is closer to being below his dick than it is being to the side of it. That is definitely more than 3cm gained from that “measurement”.
I don’t feel like hunting them down right now, but I believe I saw an album of him with a few different ruler shots, and the ~23cm/9+ range makes sense for him. I don’t think he’s 10” or something even close to that. If I recall correctly there’s another measurement taken from the underside where even 9” seems forgiving.
