Yea I think Julio more likely than not just majorly overpumps. I also don't think Dredd enhanced his size through surgery. It looks like a vasectomy scar to me.
Oh, & +1 on the African thing. I many Africans have larger flaccid sizes due to coming from a hotter climate, and thus also lower pubic "exit points". While there are many exceptions to this (Mandingo's a major grower), I think this general trend could explain why people think "blacks are bigger" despite all accounts showing that erection sizes are very much the same between black and white men.

Dredd likely did an "at-home" PE such as "clamping" and/or possibly some stretching IMO. This takes a long time, but he took quite a bit of time off.
He might* have had surgery, but he doesn't show any outward signs of it like everyone else does. So, if it was surgery, he had an absolutely world-class surgeon fix him up.
