Sorry if I misunderstood you. You're right though, because that was something I noticed during a visit in Singapore when having to visit a restroom in the metro system. Different cultures.

I have just been back in China, and there have been lots of changes, with "modesty panels" introduced in all of the bathrooms I attended.

In this part of the world trough urinals are still common in park toilets and the like but much less so in shopping malls, where individual urinals are more common. Dividers between urinals are rare and don't hide much.
Guys do look but staring isn't welcome and conversation isn't usual unless it is a pub toilet, where guys openly look and sometimes comment.

I really like this topic as it's something I'm into and can relate to. The fact that it is in public adds a sense of thrill to it. I love challenging myself how much I can see and others can see of me. It's like a game to me. Looking over and seeing what the other guy is doing with his cock is always thrilling to me.
