All the time. It is normal. Some people think that ejaculation is an orgasm, but that's not the case. The orgasm itself it better than the ejaculation... I think. I'd rather orgasm multiple times than to ejaculate and the feeling be gone.... for a few minutes. So practice, and enjoy!
The first time (as an adult) this happened to me was when I was jerking in the shower and I had an extremely intense orgasm and I did not "hold back" like you would if you are edging or doing "multiples" but I did not shoot my load. It was such a weird feeling that I felt "cheated." I quickly jacked to a second orgasm and shot a very satisfying load.
The build up to orgasm, the deep pumping and the "peak" or "climax" or "point of no return" at the top of the orgasm is, of course, the best feeling ever but if my cock doesn't join in with its own orgasm contractions, it just is not the same thing. Orgasm without shooting just is not as satisfying.

I have cum without orgasming before...and orgasmed without cumming, too, though not as much. Both versions are kinda rare for me but do happen.
I was trained in Tantric sex so I can orgasm without ejaculation, usually three or four times before I finish with ejaculation. This technique is handy to know, but difficult to learn.
