How??? Factually he's right. Circumcision is mostly an American thing, it's not commonplace in Europe at all, so if one were to guess, seeing as majority/the average european is uncut, Harry & William being European are most likely uncut too.

Of course, the monarchy has close ties to the church, so it is very possible they are cut for religious reasons.
