Easy, use a tube with a smaller inside diameter - it should be just slightly (maybe 1/4" to 1/2") larger than the largest diameter of your cock. To get a number, use a measuring tape around the thickest part (usually the base) and divide by 3 (approximately pi) to get a diameter - then add a bit (as noted) to get a tube that will fit. With most cheap pump rigs, one size is supposed to fit all - and the rubber gasket at the bottom is supposed to keep your nuts from being pulled in. The tubes are big enough (2" or bigger diameter) that it often doesn't work. For example, see https://www.mr-s-leather.com/mr-s-cock-cylinder. They come in diameters from 1.5" to 2.75". Similar cylinders may be less expensive elsewhere.
I actually like including my balls… I get nice big plump balls and a nice fat cock. That said, (as Engineer says above) if you get a smaller diameter tube (at least to start), just a little bigger than your hard cock and one without a flange that’ll help. And of course if you get this smaller diameter tube you can certainly pump at higher pressure, get longer, just not as thick… but you should start slow, and gradually increase diameter to grow girth.
U can use like a cockrings for your balls or u can get a sleeve to put on the base of the tube. Once the base of your dick got to the point where is the size of the tube u wouldn't need it anymore
