Well, the first film was partly made with crowd-funding efforts, so that should tell you everything you need to know about the budget. This second film was financed by Netflix, so it was probably better funded, but exactly by how much and what difference, if any, it would make is still an unknown.
The first one had a crowd funding & only asked for $200,000 but managed to raised 3.4 Million. With part 2 being backed by Netflix it's very likely it has a much bigger budget. The special effects in part 1 weren't the bad even, I thought they were pretty good for what they had.
