It's still up for debate, but I'd wager that to most of us it seems quite evident they're dating but have refrained from saying the word probably due to a) obsessive fans and b) Croft's management, who seemed to avoid having him publicly come out. Though in fairness, he just did make it quite explicit a week or two ago in an interview that he is queer/LGBT.
He was dancing at pride in London and flipping off homophobes. If he isn't LGBTQ, he's a hella ally.

No idea about fashion or clothing, but it looks like they just threw on poor Joe's outfit from the rack without any fitting.

Initially the article said ‘mystery man’ and then they corrected to ‘Sebastian Croft’. Also imo it heavily implied supposed relationship.
Exactly - Thank you for this! Plus the whole "amid romance rumours" implies that they're definitely trying to suggest that Seb and Olivia are a thing and just stir up unnecessary drama
All of the media outlets try to use relationships (or perceived relationships) to increase viewership.
For instance, a female celebrity could be buying coffee at Starbucks and the article would make sure they say "Female Singer, who is dating Male Athlete, seen buying coffee at Starbucks." The fact that she is a popular celebrity isn't enough. They need to make sure that they mention the other guy for additional Google hits.

The whole point of the headline is to make people think she may be with someone else while still in a relationship.
They always do this guff. I remember a few years back they implied Paris Hilton was dating a mystery man, when it was openly gay DJ Scott Mills.
