So he announces he's going to quit youtube, then releases a video telling his audience to talk about finance advice in the comments to increase the amount of money he makes. And he also announces that he has a self-help video series that you can purchase for $$$, so you can also become a viral hit seems a bit...scum-y? scam-y? or is it one elaborate joke

Creators leaving YouTube and making videos about doing so is increasingly common. It's always been common for creators to ask people to "Drop a comment below" just like asking people to the "Hit those Like & Subscribe Buttons". Seth being transparent and saying he makes money when people do those things is practically the opposite of "Scammy"
