This is a terrible idea and would never happen, partly because the government has no practical reason to store information on men's penises, and because people would be outraged by such a proposal.
BUT on a related note, I have often thought about the fact that it's not too difficult to get an idea of a woman's breast size because they're difficult to hide. It would be interesting if men's penises were always on display in the same way that breasts are.

I think acceptance of public nudity (like in Australia where a guy was arrested for jogging nude in the park, and won his case because the court recognised he did not do that to shock or offend people) would be much better than focusing on cock size.

Contrary to what many believe on this site, I don't think penis size is on most people's mind as it is on ours. I really do believe that most women are just looking for a companion, someone that loves them, someone that can provide for them, someone to make them less lonely, etc.. I really don't think you can get an idea of a persons true size unless you see them erect. My penis can hang anywhere from 2 to 7 inches no joke.
