It’s not wanting attention, most Southern Italian men during summer stay in underwear at home (they were at their parents home) because of the heat, they will eat, play cards, play football, fit some things at home, paint the house, clean it, or even just sit, talk and laugh with their relatives, they will do all kind of activities at home in just underwear, and it’s not seen as something weird here, trust me on this one.

Not to mention that it's unhygienic. If he farts in his underwear, he will rub "fartie" fabric on whatever surface he sits on. Also most men deal with urinary dribble, so I'm sure there's always some droplets of piss on his underwear... so the same applies here in regards to fabric of his underwear coming in contact with surfaces. He could wear swim trunks if he wants to stay in the sun or just very short shorts.
