Its a requirement of the Americans With Disabilities act to provide handicap accsessibility to the "facility".

how does moving a fixture that's hung on a wall closer to the floor make it easier to piss in from a wheelchair?

or is it for double amputees who have no prosthesis

or maybe "little person" is classified as a handicap under the ADA?

i'm confused

It's not really for people in wheel chairs. Some people who use supporters to walk use them because they can lean on the wall (i guess?).
