I wouldn't necessarily think that's considered true. BPEL is referred to as the "functional length" which means that you actually can use that entire measurement during sex. Although you can technically use it, if you're fat you're expected to have to try a little harder to use all of it, but if your fat pad is between around the little to smaller than average size like 0.25-0.5 (average is 0.7) then I wouldn't think you need to try as hard to use that entire length.

Didn't really understand what you mean with that post tbh, all i can say this is a very wrong measurement. You need to put the ruler ON TOP of your dick, so you can't trick measuring from your balls or trick with perspectives where the closer thing to the camera looks obviously bigger. Also the pic from the side is still wrong measured and to my knowledge 16cm is not 10 inches.
