His main concern in opening up to me about it, is to him it is an absolute nuisance and hindrance in his life. .. He sincerely wishes he was half that size. ... As some are very insecure and unhappy with being almost micro, he is that depressed on the other end of the spectrum.
Here is the thing. Look at it from the position of the people here. We have seen countless people show up saying very similar things. To the point where their posts look randomly generated by AI. Always the giant penis phantom who is trying to avoid fame. But, the thing is, nobody (well, "most", but hedging language sounds less impactful now) will believe an extraordinary claim without corresponding extraordinary evidence. And, a functioning penis, that has not been clearly altered with surgery, that is over 10", non-bone pressed, is an extraordinary claim.
So, if you want to be believed, what you will need is for him to take photos of it in strict accordance with the rules. This can still be done anonymously. There is no need at all for his real name or face to be associated with it.
He will need to take pictures under these conditions:
1. Fully erect.
2. He must be standing, not sitting down.
3. Penis is horizontal/perpendicular to his body (pointing it down can add perceived length)
4. Measured with a hard ruler on top of the penis (not a tape and not to the side, or underneath)
5. The 0 mark on the rule must be visible. (it cannot be bone-pressed)
6. Several photos from similar top-down angle.
Now, bear in mind, the photos will be scrutinized for shopping or AI enhancement. As well as other shenanigans like obvious surgery scars, or dick ballon that looks puffy from having just gotten pumped beyond its natural proportions.
These strict conditions have not yet been met by an individual claiming to have a ten inch penis. Most of the time, people show up, saying something no different than you did. The "shy penis phantom" I call it. So, the only way you will be believed is if you can prove it with the evidence in the strict format laid out.
I bet $10k for him and ~ $16.5k for you would surely overcome this hindrance. He could probably even do some surgery to minimize the hindrance. All by āwinningā an anonymous challenge. What is not to like?

Ok, here's the options for you:
1) You post 1 picture that has nothing but their dick and ruler, no way to identify them, no way to link back to them, they don't even see the messages. You could even create a new account and close it afterwards. Problem solved.
2) I'm pretty sure TinyPrincess offered someone they could validate in private if they wanted (I will have to be corrected about this if I'm remembering wrong). In that case, problem solved.
So, the next problems presented, about their private life. Ok, sure, I can see that being a downer. But you claim you have pics and vid so they're not trying to hide from it completely, pics a vid already exist so there's not even any issue with having to confront it, and no one got in a worse mental state from a windfall of $10k. I don't see how this is a problem.

You're hyperbolising, lots of people think it's possible, just like there are people out there who are super tall. When this thread was created it was believed it'd be resolved in weeks.
You can look at the above discussion for why people are sceptical of claims. As you say it's 830 pages. Of what? Of people claiming to have seen 10" in the shadows, that they themselves have 10" but they're just shy despite bragging about it, they their friends are a foot long and I have pics but they're too depressed to take the money. The longer it goes on, the more scepticism there will be. I don't know why people who flat-out deny the possibility waste their time looking at this thread, but for the rest of us we'd love to see the thread closed with a success (ideally with evidence we can see). Yet 830 pages, 16 THOUSAND messages, there's very little patience for rumours and role playing, nor people whining that people are sceptical when the thread asks for 1 thing, a picture of a legit measured 10" dick and people come on doing everything but that. Ultimately it's your money but I truly think that the length change will make little difference, the money will have a bigger effect but I think you may need to change the rules for the following reason.
The larger prize will draw out even more fakers and in this day and age they are becoming increasingly difficult if not impossible to detect, I think you'd need to stipulate remote measuring on video and then live verification as the only fair way to be sure.
Obviously I'd offer to be your UK measuring agent but that brings its own pitfalls, it would potentially open the floodgates for the more determined and desperate fakers to trick a stranger into seeing and holding their dick..

To be absolutly transparant, you abosolutly should. I am extremly confident in that a 25 cm penis does not exist and I doubt you ever have to pay that price.

If you are afraid to receive tons of valid 9 inch measurements (I donāt, but it is not my money I am gambling with!) limit it to the first 10 to prove such a size.

Speaking of rare outliers, there is a 218cm bodybuilder who I think lives in your country. So, we know for a fact that someone that tall can have such a physique. On the other hand, still, no poof that a 25cm non-bone pressed functioning penis exists.
Mathematically, there ought to be maybe one or two, but none have been able to prove it thus far. I would have thought we'd see one by now, but so far, it's as credible as Bigfoot. Lots of stories, but there are problems with all the pictures.
