That was Nick Tate. He was in an Aussie thriller called "Summerfield" where he spent a lot of the movie shirtless and in tight short shorts of the ridiculous 70s variety. I recall one scene where he's playing tennis and honest to God it looks like he had a tennis ball or two stuffed in his crotch, and his cock was very visibly riding on top.
