The blade is available free from many places - Bookstores & Restaurants carry it along with street boxes - many near the subway stops.
The center of DC gay life is Dupont Circle but there is stuff going on in Adams Morgan, Georgetown and Capitol Hill also.
Many of the local folks are very friendly and will offer suggestions.
Good luck finding a local with all the out-of-towners in for the inaguration.
Check the Washington Post for info on street closures, parking, Metro Service changes etc.
They are closing a lot of streets to traffic and ALL BRIDGES INTO DC from VA for Inaguration

If you are looking for a mix crowd with dancing and mingling try Omega. The bar scene in my old neighborhood, Adams Morgan, is very eclectic with lots of pub type places to meet people and every type of restaurant you could ever want in a six block area.
Are you going to be staying in the District or out in VA or MD?

because of security.
