I lived 21 years as an uncircumcised man (no foreskin issues), which included a lot of sex between 18 and 21 especially, and sexual experiences with both females and males. I opted to get cut at 21 due to mostly personal, cosmetic, and comfort reasons (I appreciated the clean feeling of longer term retraction). I have a tight cut, with frenulum removed, and an inch or so of inner skin left (so neither high nor low).
Fine touch sensitivity is a bit down, but not by enough to really matter and at this stage (10+ years cut) it could also be related to ageing and having used it a lot. The difference is minor in any case and for me at least sex is hardly ever about light touches when it gets to my penis.
Sensation once aroused is remarkably similar. One thing I did notice however is that it is a bit more constant/predictable during penetrative sex without the foreskin moving about. It is nice to be able to make out the texture of the vaginal wall during both the inner and the outer strokes. Uncut the sensation was a bit more intense going in and a bit duller pulling out. However, on average it's pretty much the same.
Erections and sexual response did not change, ejaculation did not change, overall sexual function did not change.
Mind you, I had the procedure done electively, as an adult, by a very good plastic surgeon. I understand mileage can vary for routine circumcisions and not all are equal in terms of both approach and technique, so I can't speak fot those men. But in my case, I am happy I did it and wouldn't want to go back to being uncut.
