Designer definitely makes their filter stricter on some accounts. Tried the escalator prompt on two accounts, instant rejections every time. Yet when I created a new account it worked fine. Similar things happened with Bing a while back. Whether the extra restrictions on an account are temporary or permanent I'm not sure yet.
