I've met 2 guys in the last few years that have the same problem but are too scared to go to the doctors and do anything about it. even though it causes them pain and their dick would probably be bigger if they did. The foreskin is precious and valuable. Going to a doctor implies that the foreskin is going to be cut off. It is perfectly reasonable that no one wants that.
Tight foreskin may be expanded by stretching. That is the way to go.
When he's soft, he needs to put his two index fingers into his foreskin and gently pull them away from one another, do this several minutes every day and within a month or so his problem will be solved!
