There is no surgery that will change 5" into 10". Your 19; your still in puberty. Go on a PE program. Go to sites like PEGYM, Thunders Place, or MatterOfSize. You have a chance to accelerate your growth, thru stretching, hanging, and/or pumping, while your body is still in its growing stage. Take advantage of that.
