That's not a true dorsal slit. The dorsal slit corrects phimosis by making a straight cut through the mucus membrane inner foreskin, and the "skin" of the foreskin. The entire foreskin is left on the penis, but the tight restriction that prevents pulling back the skin is opened and released. And no, I've never, ever seen one. What you have I've seen on a lot of Filipino guys. You are semi-circumsized, but your full frenulum and the attached ventral/bottom foreskin, the part that normally would fold over itself when the foreskin returns to its normal position over the glans is left and hangs down off the head. Alas, mine is similar, I've got my full frenulum (yeah, it's a tad more sensitive, but nothing to write home about) and some minimal leftover skin. It is an unsightly small blob that I've always hated, but it isn't worth removing. In my time, I've seen a few guys who apparently got snipped by my idiot doctor too.
