It's been explained by Mr. LPSG, the ower of the website, numerous times across many of the threads here. When a DMCA takedown request is made, they take care to make sure that it's actually the copyright owner or their agent that is making the request. It can't just be some Joe Blow sending in a request to remove copyrighted material.
