Did they not only know each other for a few weeks before he left for the army?? As for the note, there is nothing sincere about it. It's an attention grab, if he meant it, he would have sent it privately. If it's not for attention, it's a grand gesture, like when you buy presents for your partner to hide cheating guilt.
