It sounds like a catch 22. The obvious answer is only a physician can help you with a diagnosis be it physical or physcological. At nineteen you do not have the funds to care for yourself.
Perhaps you can go online and search for any subsidized clinincs in your area. Your body may just be in stress from concerns that come from being a teen and the influences in your household. But it can also be a sign of something more significant, i'm saying this not to worry you but if the problem persist for a lengthy period of time, you might advise your mom that this is not a sexual concern but that this could be a sign of larger health concern such as diabeties.
I am 19 as well so I know this can mess with your head, but keep your mind off your dick, and back onto your life. You might just need the sureness in your head to arouse the hardness in your penis. As for your dating situation don't sweat it you don't need your dick to make out, enjoy any new relationships slowly. When you know someone well enough your dick will get hard for you in all that you've grown to love in your partner.

However I've also tried Extenze, because of the reasons you stated, it does in fact work. That's their entire marketing scheme, it makes you bigger because it makes you harder, so technically it's not false advertising.
You may also want to look into something like Mega-man vitamin packs.
Id figure i guess i can wait and tell the endocrinologist when i go.......think she'll know what is wrong?...
