It's not, it just means that country was a part of Soviet Union before. I am a post-Soviet myself.
And if you mean that it's mean to imply that all post-Soviets are homophobic, well, that is just true.

Also, the term "racism" means discrimination based on a race, and former Soviet countries are all over the place in this regard, so at least condemn me with a right term
