Regarding the skinny jeans concept: What dudes are going for with this style is a form of androgyny. Therefore, showing a bulge goes against what they are trying to achieve. I don't know what passes for mens fashion in the UK but in the states men have been wearing very loose and baggy pants for about a decade now. It's to the point where some towns and cities have actually banned baggy pants.

One of the reasons Levis 501s were so popular in the past is that they were shrink-to-fit. you washed them a couple or three times and the material became softer and shrank to fit your body. Todays jeans do not fit like 501s!

Skinnies definitely dont hide anything the crotches are not skin tight if that is what you mean. "tight" jeans by today's standards are often not that tight in the crotch area at all. I have a couple pairs of 514s that are moderately tight, but don't show a bulge unless I'm semi erect.

And also don't forget that oftentimes (at least, in my experience) briefs, which fewer guys wear nowadays, show more of a bulge than boxers, as they bunch everything up and upfront. Which would explain why loose gym shorts seem to show off more than jeans--with loose boxers they do. If they were wearing briefs and gym shorts I don't think much would be noticeable.
