It's hard to tell from the pic but it may be a variation of meatal stenosis which occurs when one is an infant. Urine in the diaper reacts with air to form ammonia. Extended contact with ammonia causes scar tissue to build up at the meatus [pisshole]. If the scar tissue constricts the meatus then they call it meatal stenosis. Stenosis means constriction. About 9% of guys are known have meatal stenosis. Many others just have cosmetic anomalies.

Meatal scar tissue is a rather common cause of "penis lips" as they are sometimes known as. Scar tissue might be what you see.

As for the meatal stenosis, the only problem I occasionally have the direction of urinating. Sometimes it just goes off to one side instead of straight.

Got one too. Not a drip edge, that's for sure. It's a spray twirler, as I age my urine flow is now a spiral or a split wild flow due to that little divot out there on the tip. Otherwise I don't notice it at all.
